There is 是表示存在,固定用法,这时的there并不是“那里”的意思.
例如：There is a pen in the box. 盒子里有一支笔.
There is 只是表示某个东西存在某个地方,具体是在什么地方,由后面的in the box具体说明.
所以把上面例子的in the box换成 here 就比较容易理解了.here 是个副词,表示“这里”,具体说明护照的位置.
